Not sure whether a repair will do instead? The line between fixing and replacing sits on our toilet repairs page, along with the cistern faults that lead to that call.

Choosing a Replacement Toilet Suite
Most suites fall into three types, sorted by the way the cistern and pan go together.
Close-coupled
the cistern sits directly on the pan's back, and the two bolt up as one unit. The common choice for a straight swap.
Back-to-wall
the pan sits flush to the wall, hiding the pipework behind it, usually with the cistern standing above.
Wall-hung
the pan mounts on a frame inside the wall, with the cistern hidden behind a flush plate. A bigger job, because the wall has to open up.
A cistern can also be swapped on its own, but only when the new one matches the old pan's bolt positions and connections. A mismatch there means the whole suite is renewed together.
The oldest pockets of the suburb date from the 1960s to 1980s, and single-flush cisterns from that era still come out on swap-outs. If you're upgrading from one of those, a comfort-height pan, which sits a little taller than standard, is worth a look while the floor is open. For everything else on taps and cisterns, see our tap and toilet jobs page.

Will a New Toilet Fit the Old Pipes
Set-out is where the pan empties: the measured spot of the waste outlet in the floor or on the wall. A new pan connects directly to the drain that's already there when its own outlet matches that spot.
The outlet comes in two kinds.
S-trap
the waste runs down into the floor. The usual setup in older slab homes.
P-trap
the waste leaves through the wall behind the pan. Common where the drain runs inside a wall cavity.
If the new outlet misses the mark, we either alter the waste pipe to reach it or help you pick a pan whose outlet suits what's there. Checking the set-out before you buy the suite saves a world of trouble.

Toilet Installation and the Form 4
A licensed plumber has to do the work, because Queensland classes a toilet that's added to an existing house, or shifted within it, as notifiable work. No council permission is required for that category; instead we lodge a Form 4 with the QBCC within 10 business days of finishing, and a copy comes to you.
A like-for-like replacement of an existing toilet is different. That counts as minor work, so no form goes in, though a QBCC licensee still has to do the job. Altering the waste under the floor is notifiable work as well.
The QBCC runs audits on Form 4 lodgements and leaving one out is an offence, which is one reason this paperwork stays with us. Not sure which category your job falls in? The QBCC's questionnaire for notifiable work settles it, or just ask when you call.

Flush Volumes and Star Ratings for New Toilets
A dual flush toilet gives you two volumes: a half flush for liquids and a full flush for solids. Every toilet and cistern installed in Australia needs WaterMark certification as well as WELS registration, the star-rating scheme for water efficiency, and a licensed plumber can't legally install a product without both.
The rules then split by job.
New dwellings
new houses and townhouses, plus sole-occupancy units in apartment buildings, need a minimum 4-star dual flush toilet. Business Queensland states renovations are exempt from that requirement.
Rentals
the water charging test caps the full flush at 6.5 litres and the half flush at 3.5 litres. The average flush, worked out from a single full flush averaged with four half flushes, can't exceed 4 litres.
Those rental limits are about water charging, not product legality, so an older toilet isn't illegal. Where a rental misses the test, the owner or manager pays a reasonable share of the water instead, and only an individually metered home with the right lease terms shifts any excess to the tenant.

Like for Like or a New Toilet Position
Four things move the price. The suite you pick matters first, then whether the new outlet matches the old waste position. Whether the toilet keeps its spot comes next, and finally how simple the access is to the water feed and the drain.
Moving the loo or rerouting the waste adds notifiable work, and the licensee lodges the Form 4, pays the QBCC fee and can pass that cost, plus admin, on to you.
No dollar figures here, because every job is different. We give you a fixed quote before any work starts, so the price is settled before the old suite comes out. If a full bathroom reshuffle is on the cards, our bathroom renovation plumbing page covers that path, and new taps to match live on the tap replacement page.

Toilet Installation Questions From Murrumba Downs
Call (07) 3524 7163Can I install a toilet myself in Murrumba Downs?
No, fitting a toilet needs a licensed plumber in Queensland. The only toilet jobs an owner may legally do are three cistern parts: the drop valve's washer, the float valve's washer, plus the suction cup rubber. The QBCC lists those as unregulated work, though the repairs must still meet the relevant standards.
Does swapping a toilet in Murrumba Downs need council approval?
No, neither category needs a permit: a straight swap is minor work and a new position is notifiable work. The exception comes where several homes share one drain, or recycled water is plumbed in, because adding a fixture there is permit work. Altering the waste pipe also counts as notifiable work.
What flush volumes does a rental toilet need in Queensland?
A dual flush model with a full flush no bigger than 6.5 litres, a half flush no bigger than 3.5 litres, and an average flush of 4 litres or less. The average is a single full flush averaged with four half flushes. Meet those numbers and the owner can charge the tenant for all water used.
What is the difference between an S-trap and a P-trap toilet?
An S-trap pushes waste down into the floor, while a P-trap sends it out through a wall. The outlet already in your home decides which pan fits, so we check it before you buy the suite.
Can I replace just the cistern on my old toilet?
Yes, as long as the replacement lines up with the pan's mounting points and connections. A mismatch means the whole suite has to come out and be renewed together.
